Go make sure he's OK, as that's supposed to be a signal of distress:

The flag should never be displayed with the union down, except as a signal of dire distress in instances of extreme danger to life or property.

This is happening more and more, because so many people are deeply distressed about who we have in office. They are probably just against socialism, as I am. They have every right to do that as a form of expression, like freedom of speech.

Try talking with your neighbor. Explain to him that you feel offended about seing the flag unside down. But, be prepared to avoid problems, in it was placed upside down on purpose, your neighbor may be looking for a confrontation.

It's a political statement. My sugestion would be to hang your own flag, right side up, as an oh so subtle reminder, that just because your neighbor doesn't like the(I'm assuming) current administration, not everyone feels the same way.

it is illegal, hanrdly an error at this point. Check your local Government, prosecutor. Or get some vets or currently serving military to march around the area when the neighbors are at home and present the colors themselves in the street and play the National Anthem. Difficult issue today in ways because burning the flag is considered Free Speech. Have you reminded them of the law, first law of human communciation is try to talk with them directly, if prudent.

For sailing ships an upside down flag signals distress.

Some civilians have adopted this usage, though only symbolically as there are better ways of signaling distress when ashore (just dial 911). In your neighbors case i guess he is a conservative who was upset that Obama won, and now consider the entire country to be in dire straits. Politics :(.
