Should the penalty for animal cruelty include payments to support animal shelters?

    Yes.
    I think that cruelty to animals is one of the worst crimes. Hurting someone who can defend themselves against you is one thing, but hurting something that can't defend itself, that trusts you, is one of the worst things that you can do.
    I know this will sound awful, but if people convicted of animal cruelty were subjected to the same cruelty that the animals suffered, I wouldn't lose a wink of sleep.

    The idea is sound in theory, but regardless of where any money would go both the fines and jail time should be increased and enforced.+5

    I know some people might think..."the money should come from people who care"...but money is money in my opinion & in animals shelters, it's needed! I think this is a good idea for a penalty because it benefits the animals as well as punishing the person.

    This is the right way to go about getting justice.

    Some people can't afford that but, They should be made to volunteer for a couple hundred hours cleaning and feeding the animals at the local shelter.

    sure. why not? that's how most punishments work in our justice system. i wouldn't be surprised if there is a policy like that in place already.
