No because its a transparent ploy to manipulate the actual intention of the scholarship...which is to serve black Americans...a repressed minority. It would be the same as me applying for federal scholarship to school because I'm a full-blooded "Native American".

African-American scholarships are mainly meant for blacks (pref. those who have lived in America for their whole life). However, a South-African could get one (although I'm sure it would be prefered if they were black seeing as black scholarships are meant for those with a certain history). There are plenty of scholarships for people who aren't Black or even Black African-American and I'm sure a good number for those who moved to another country...it's probably best that, in this case, they go after one of those schoalrships.
