In the U.S. it is compulsory to speak English because that is our language and culture. In foreign countries, English is a very practical language to know because of its importance and use in international business and affairs. I think that's what you're getting at.

In America you can do as you please. In Chinatown in the LA area, there are old people who have lived here all their lives and have never HEARD English. What the hey.
