Depends on what the purpose of the Emergency Kit is for. On a submarine, for example, there are many different kinds of emergancy kits. An Emergency Tool Roll contains basic tools required to combat general casualties. Crow bars, hammers, screwdrivers, wrenches, and so forth. Another such kit would be the Damage Control Bag, which contains material specifically useful during flooding casualties...like bandit tool, steel bandit strapping and dogs, sheet rubber, sheat lead, chain wrenches, wooden wedges and cone shaped plugs...things that can be used to temporarily patch a hole or rupture in a pipe to prevent flooding Emergency First Aid kits have bandaids, gauze, simple medicines like asprin, tylenol, antibiotic ointments, and so forth. An emergency Spill Kit on a submarine contains all the material needed to clean up/decontaminate a spill of radioactive water or a dry spill of radioactive material. Kimwipes, tape, plastic bags, decontamination suits/gloves, booties, and so forth. In a car or a house, you would have the same sort of differentiation. For example, in a car I would consider jumper cables, wrenches, screwdribers, and a few other similar tools to be essential. But in a house, it would be different because the needs would be different. Give me a specific example and I will go into more details.
