With writing minutes, reports, correspondence etc etc it is probably the most burdensome position on any board. The secretary has to get all the facts, motions etc recorded, and get it right! There is no 'mind wandering ' in a meeting, the secretary has to be on the ball and noting every relevant statement. There sometimes has to be some pretty tricky answers that must be written to difficult correspondence. This requires some good writing skills to impart the hard message without being abusive or rude. It is quite a big responsibility. I know that 'presidents' have at times opted to have the position shared between a couple of people to ease the load and the responsibility - and I would imagine that you could only 'appoint' if the person was truly willing to take on that responsibility.

It should be specified in your Bylaws or CC&Rs. In our HOA, the secretary could be a member of the board, or the board could appoint an member of the association. It seems to be popular in Arizona for the board or the management company to hire someone to take meeting minutes. Correspondence, of course, is handled by the management company.
