Stardust Dragon should be able to negate any affect that destroys one of more cards you control? Even Hyper Synchron?

If i play "swords of revealing light"and then play "serial spell". does this allow me to have my opponent to not attack for 6 turns or the original 3 turns.

If i have "royal decree" on the field (which negates the effects of all trap cards on the field ecept this one) and my opponent plays a trap card after i play "royal decree" is it also negated?
