my 2003 JImmy wont disengage from 4x4 to 2 without blowing the fuse for the electronic switch. until the fuse blows there is a howling noise in the front passenger corner then when the fuse blows the howling stops? other than that its a solid ride

That is the systems way of telling you something is wrong. Most likely is the 4wd actuator needs replaced but there are a couple of other possibilities and none are very cheap. Unless you are insistent on doing this yourself I would get a professional diagnosis , then possibly do your own repair. could be your switch !? could also be the 4wd control module!? sorry but proper diagnostic testing is the only way to determine the cause.
