My memory is fluctuating drastically. It goes from 2 percent to 99 percent usage very quickly without any programs running. It also does this in safe mode. I upgraded my memory and performed a virus scan and it is still doing this. Any ide

Seems like hardware problem, is the CPU cooler working?
One great problem may occur when using AMD CPUs, it has so bad cooler, the CPU usage is always 50%.

I doubt very much that your memory is doing that. It sounds like you're talking about your CPU usage -- and that's not terribly unusual if some background service needs short bursts of CPU to do some work. If you bring up the Task Manager and look at the process list, and sort by CPU usage, you'll likely see who is doing the dirty. Investigating that program will reveal either that it's no problem or that something is amiss, but you need to know which program is doing it first.
