I dreamt some girl was walkin down stairs toward me & my friend told me that this girl was evil. my friend said "dont let her near you". the girl walked down the stairs & grabbed me. it kept repeatin. then the girl said "hes watchin".what could this mean?

Sounds to me, as if you have some sort of unresolved issues with one particular person. However you may not even think about it consciously. The dream indicates your friend warned you about her. Fact "he's" watching could be indicative of gossip over something. Think about it, and I believe you can resolve it.

- well one thing i couldnt post on the question was the person that she said was watching... was an older man in a window accross the street. he looked like a serial killer.

I think it means you should use a condom - perhaps even double up.
