I think that all EU citizens can use the US Visa Waiver program, which allows you to fill in a form on the aircraft provided you have not had immigration troubles before or served a significant prison sentence.
Take time to fill out the form (and the accompanying customs form) very clearly and very precisely. If you don't, you will go to the back of a long queue to start again. Ensure you have a pen and your passport handy on the flight.
yeah but came a new form that needs to be filled in on online it costs 49.99 dollars. if we don't do that form, will there be any problems on getting in america. i have my girlfriend there waiting for me and than shes oming to uk to live with me. we plan to stay together and one day get married. who knows maybe in 3 years time.... what type of visa can she get?

You're reading I live in the uk but i have a portuguese passport, im going to america to vist for 2 weeks, do i need a visa and if i do, do i needed to get it before i go to the airport or what?

Portugal IS on the list of Visa Waiver Program countries, which means citizens can enter the U.S. just by presenting a passport -- IF the local CBP officials don't sniff a reason to deny entry: http://travel.state.gov/visa/temp/without/without_1990.html#countries

You need to fill out an ESTA online before you go too, or you face deportation. http://cbp.gov/xp/cgov/travel/id_visa/esta/
