Looks like a pre 1917 communist anti monarchy cartoon!

- There was a famous political cartoonist called Boris Yefimov.It could be one of his and I will try and find out for you.
  
  The characters sat on the knees of the larger figure are Szar Nicholas & Alexandra.The larger bearded figure is most probably Rasputin.

- The cartoon is of the Szar,Alexandra & Rasputin.And depicts them as puppets of Rasputin.Drawn 1915. No artist yet!But not Boris Yefimov as he was only born in 1915.
