The only age restrictions that the Church has ever given with respect to dating is that the persons involved should be at least 16 years of age. Obviously, we would be highly suspicious if a 25-year-old woman were to start showing a romantic interest in a 16-year-old boy, but there is nothing that says that a boy can't date a girl that is older than he is.

    Addendum

When I originally wrote this answer, I didn't notice the fact that it was also asking about a non-Mormon dating a Mormon. So, let me add this. As a general rule, as has been stated many other places around here, we generally discourage dating outside of the faith. This is because we believe in the importance of having our marriages sealed for all eternity, not just for our sojourn in mortality. In order for a marriage to be sealed thus, both husband and wife must be members of the Church. So, dating and ultimately choosing a mate from outside of the Church prevents this very important ordinance from being performed.
