Because the People allow it. In truth, the Federal Income Tax was controversial from the beginning. You tax things you DON'T want to happen. So where's the logic in taxing the generation of wealth? If politicians had ANY sense, they'd tax consumption, NOT income.

They don't do this to everyone. If you are self-employed or work as an independent contractor (on a 1099 basis), you have to pay your income/FICA taxes quarterly. The US government implemented withholding during WWII because they need the tax revenue for the war. Withholding the tax from paychecks ensures that taxpayers 'pay as they go', rather than having to save up for the quarterly tax bills they would otherwise have to calculate and remit.

The idea is to make sure everyone who earns money contributes to the running of the country. If you didn't pay income tax, there would be no money to spend on roads, schools, hospitals, etc. Where do you think the government gets the money to support those things? They can't just print more when they run low. Tax and interest rates are the ways of controlling inflation, as well as funding the projects that we all rely on.
