Cingular is AT&T which is GSM protocol, so it would be compatible with a T-Mibile phone. You just need the unlock code.
Yes, it is possible to have your T-Mobile Pearl SIM unlocked. There are many people who advertise on the internet who will SIM unlock devices for you for a fee (typically around $30 to $40. I don't specifically recommend anyone because the only authorized way to unlock a device is through the carrier who locked it, but there are many people who unlock devices. Once the Pearl is unlocked, it will work with your AT&T SIM card (Cingular is the same company), but you will need to download Blackberry Desktop Manager (free of charge) for AT&T and the firmware for the AT&T Pearl (8100 or 8110 or 8120) so that you can use AT&T features and be able to associate a data plan (if you would like).
