First, I hope you plan to use the internet for some marketing. You need at least a website for credibility. Otherwise if you want to focus on you local area you need to network and network. Know your message be clear and create evangelist for your business (viral marketing). Get some press, write articles for your local paper, join local business organizations and take on leadership roles that will give you credibility and Press.
If you are new at this expect it to take you about 24-months if you are really good at this it can take as little a 6 months.
This is all about strategy not about joining and attending everything all the time you need to be seen by the same people over and over so find what works for you and stick with those at first and then you can expand.
You may also want to offer free samples of your product of service to build up interest. Paid advertising should be last resort you can get more credibility and more ROI (return on investment) if you do with good old fashion networking and PR.
