A clear is a person that has gone through enough "auditing" to be "clear" of his/her own self determination and has become susceptible to the auditor's suggestions. It is the first level of effective brainwashing. The mind is a very strong thing to overcome. It takes a lot of struggling to get a person to this point. It is also very dangerous. On the surface, the person may feel calm and at ease, even euphoric. But the mind will not give in easily. The struggle can manifest itself as nightmares, psychosomatic illnesses such as rashes, headaches, and much more. These are discounted by the Co$ as the fault of the subject resisting all that is good, whereas in reality it is the healthy mind fighting to regain control.

Clear is the name of a specific state achieved through auditing, or a person who has achieved this state. A Clear is a being who no longer has his own reactive mind, and therefore suffers none of the ill effects the reactive mind can cause.

It's an ideal, not a realized state. It means the person has no "R6 bank" which, according to Scn, is the repository of all "engrams" (moments of pain and unconsciouness and trauma with accompanying dependent incidents and decisions the person made about them. Engrams are thought to form chains). However, none of the people in the church of Scn who've gone "Clear" actually can do what Hubbbard claimed they could do. So that's why I say it's an ideal, it's more a goal or a hope. I've seen people say they felt better and did better as a result of doing the Clearing Course and the prerequisites, but they were not free from those aberrated incidents and their effects.
