easiest way to find out is get the car on jackstands and pump up the brakes get them to lock start at the caliper loosen the bleeder valve if it unlocks then its not the caliper ull need to check the the brake lines thats usually the problem the inside part of the rubber lines deterirate and cuase them to lock if that checks out them u need to get a master cylinder but if the car has abs check the abs pump first located on the inner fender somewhere it will have a bunch of brake lines on it and a plug

if front brakes check calipers slide nicely, if back check adjusters aren't faulty.
sometimes sticking calipers start with pulsing brakes then locking. check rubber seels on the slides as crap can cause calipiers to stick and lock

first of all what kind of car that is were you start, after that if it is front disc and rear drum and if you could tell if it's the rear or front locking up. if it's the rear check the shoes for uneven wear and the thickness of the drums if the drum are over sized then this will cause the shoes to rotate more and lock into the drums, if it's the front jack the car up and start the engine for a min hold the brake pedal down hard then shut off the moter try to rotate the rotor and if it doesn't move try to open the bleeder screw and if brake fluid squirts out it could be a brake hose or caliper. replace whatever is ness. to fix the problem.

Check The calipers and make sure the pistons aren't stuck in them. and if so replace them.
