If muscles can only contract, how does a turtle push it's head out of it's shell?

I think it's hydraulics. He pulls his butt in fast, which forces his head out. OK, I don't know. :)

some muscles somewhere contract thus forcing others to expand

Because his when his head is in the shell, his muscles are contracted. When his head comes out, his muscles are relaxing and secondary muscles kick in. This is just my assumption.
