    Since 1901 there have been 11 (including the current admin) presidencies where there would have been two terms served (in 4 of these the VP accended to the office due to the death of a president; T. Roosevelt, C. Coolidge, H. Truman, and L Johnson). The simple answer is that MORE secretaries left there appointments rather than retained them. I don't know the stats pre-1901 but I am sure they will remain consistent with the past history.

    Cabinet turnover is very high, even in one term presidencies. Not including the current admin. which is just beginning its second term there have been about 107 (in total) appointments available since 1901 and about 235 different secretaries. In fact in the 10 two term (4 with FDR) since 1901 only 17 secretaries held there post for the duration of the presidency.

    It's not an uncommon occurance. I can't speak for the early part of the century, but the reason for this in recent years is, for the most part, it is more lucrative for secretaries to move on. They only make (as of 2004) $175,700 per year, which is grossly under valued considering the demands of the jobs, especially in the areas of State, Defense, and the Attorney General (know many high profile lawyers who like working for $175,700 year?). I think the early years it it wasn't really made out to be such a big deal - as it had been when some of president Bush's cabinet resigned - Teddy Roosevelt had 6 Secretaries of the Navy (Now Defense) in 8 years - must of kept replacing them until he found one who would let him ride in one of the "boats".
