    Active:
    "I advise you to go to bed early tonight."

    Passive:
    "Your advice saved me time and energy."

    Advice is a noun and should be used as such.
    "He always gives me good advice."

    Advise is a verb, and should be used in the following way.

    "I strongly advise you to move your finger AWAY from that down rate button!"

  • Advice is a noun, Advise is a verb

    "I advise you to back off"
    "My advice to you would be to back off"

    Note that regardless of the spelling, advise has a "z" sound, while advice has an "s" sound (just in case that was a source of confusion)
