I am a prior enlisted Navy Photographer's Mate 3rd class Petty Officer. I am now a College grad holding a major in Film/TV editing and a Minor in Photo Chemistry. What chances would I have rejoining the Navy as an Officer as opposed to enlisted?

Fair-to-good. The degree qualifies you for OCS but the limiting factor would be the career field you want to enter. Lots of slots in surface warfare, for example, since there are a lot of ships that need ensigns to abuse. Not too many slots in public affairs. Go talk to the officer recruiter and see what he says. Don't be afraid to shop the other services. AF, Marines, Coast Guard, and Army may offer you a better deal than the Navy in the career you want.
