A frog’s eyes & nostrils are located on the top of their heads so they can breathe (and spot predators) while the rest of their bodies is hidden underwater. Do you know that frogs have slime covering their bodies? It keeps the frogs skin from drying out. Frogs eyes are big because sight is their major sense that they use the most.

Once they are adult frogs and no longer tadpoles, frogs lose their gills and instead use camouflage to remain almost entirely underwater whilst their nostrils breathe just above the surface.

In addition, frogs can absorb oxygen slowly through their skin, which allows them to remain underwater whilst hibernating.

Some frogs are capable of extracting oxygen from water via their skins, as are octopi and turtles, and probably other critters I don't know about, but they (except octopi) do need to breathe air regularly. Incidentally, a friend once found what he thought was a fossilised toad after plowing a paddock. He put it in a bucket of water to soak the clay off it, and swears that it came to life. He's the most unimaginative of rednecks, so I have to believe it.
