How does one make animated gifs for webpages? I'm trying to make a logo with equalizer bars in the background and our logo in the front with the bars going up and down

I would suggest you try the shareware package "GIF Construction Set", available at several shareware sites. I've used it quite a bit in the past and was pleased with it. It will also turn movies (AVI) into animated GIFs and vis versa.

As for 'making' an animated GIF: usually they are just like cartoons with frames, tho' some function more as slideshows.

Check out the GIF Construction Set. Hard to beat for the price!
