Well, first you need to get emancipated. However, you will still have trouble getting an apartment because 1) most landlords will not rent to a person under the age of majority because they do not understand emancipation law, and 2) you have no credit history which makes you a credit risk.
Find roommates that are willing to let you live with them as long as you pay rent on time. If you have a hard time with that you can always tell them you will sign a document that states if you do not pay your rent on time they can kick you out.
You can basically sign a blank piece of paper and it becomes official in the court of law. Make sure that if you do go that route you open up a checking account at a bank so that you can write checks as to validate paying on time.
