Why was "Seoul" spelled in its Revised Romanization form before the Revised Romanization of 2000? Why wasn't it spelled in the McCune-Reischauer romanization like the other cities were?

    dumpling.

the reason is becuz the name seoul was never in chinese. its the most modern name and was always a korean word. it means "capital city." a lot of cities changed spelling due to the translated chinese words from before. [seoul used to have like 4 different names back in history that used to be chinese words.]

This is a very complex question, only part of which I feel able to answer well.

There are at least 3 romanization systems for Korean hanja-jamo writing.
There is now, of course, an official system put ion place by the Korean Government, which has changed many names, but not all obviously (or this question wouldn't exist!).

I would say the best guesses are
    A) Seoul simply is romanized the same, or one similarly enough, way in the official system,

    or,..

    B) Seoul was not changed due to the fact that is it the Korean capital, & major international city (the opposite of the change of Bombay to Mumbai), which would cause much aggitation overall.

You can try for more information on Wikipedia's article on Seoul.
