The boat weighs the same as the 3 cubic meters of water displaced.
The density of water depends a little on temperature and what's dissolved in it, but approximately, a cubic meter of water weighs one metric tonne ... so the boat weights approximately three tonnes.
how do i check if a boat has been in an accident? I am buying a used boat and want to make sure it has not been in an accident.

Aminor's right. The question assumes the boat is floating. If it's on the bottom, we just know it weighs over 3 tonnes.
