Some dogs, more common in labs and pugs, whine for short periods of time after receiving a "gift". I'm not sure why, but they have an instinctive need to hide the toy or treat. They whine because their instinct is telling them to hide it but they don't understand it, they're not sure what they are supposed to do. Dogs still have alot of leftover instincts and behavior from thousands of years ago that they really don't have much use for now, but it's still there to some degree.
My lab cries when he eats or chews on anything. I think its from being in a larger litter and maybe being one of the smaller dogs. Kinda like in a pack of wolves, the dominate ones eat first then the rest get the scrapes. Not really sure though

try buying different treats or once you give him the treat comfort him and praise him verbally
