Not true. The tortoise/turtle shell is attach as are your nails and teeth and hair are attached to you. The shell grows along with the animal, this is why they need calcium and vitamin D3 enriched diets.
If their diets have too much protein their soft body will grow too quickly for the shell and the turtle will eventually suffocate, It cannot climb out of it's shell. You may be thinking of a hermit crab which selects new shells discarded from other sea creatures as it's soft body grows out of its old shell.
Turtles or tortoises never leave their shell. They can't, it's part of them.
