    Neither. Iraq is about Tribal warring factions. These issues have been going on for centuries. Now with a somewhat technical and more modern weaponrey their disputs continue at more rapid pace. The nature of their culture and religion requires a "King" type of leader who rules with an iron fist. Each group would require their own "King". This is a very serious situation because a Regional division of land in Iraq would leave at least one group without the crude oil resources that is fueling this civil war.
