Second to the last quest in Big Boo's Masion. Get mario first. Defeat Big Boo himself. Disappears on one screen, appears on another mirror.

Go in the Big Boo's Mansion as Mario. Then do any objective to do that has the stairs included. When you do that, go in the mansion and go up the stairs to the far right. Then the red block will be there, hit it and float high and you will see a door above. Go into it and then the Luigi painting will be next to you when you enter through the door.
