Not exactly. It means the common talk, the way the ordinary people speak. So it can mean using local terms, such as the difference between British and American English (hod/bonnet, pants/trousers) or using a local, perhaps tribal, language instead if the national language (e.g. Amerindians using their tribal language instead of Portuguese in Brazil).
