Because there is no associated context I might start with what you know allready taking words in the phrase 'as is'. "Evolution" - developed from earlier form(s) e.g. man from ape. "gift" - someone has given this to "God" as a gift. "greatest" - there was other less greater gift(s). "God" - if this is our God of the bible, then the phrase is false, because God made man into Their own image from the begining. Gen 1:26. "God" - if this is not the God of the bible, it cannot have a capital "G" except in a begining of a sentence. The God of the bible know about gods (idols), but not of any other God. Isa 44:8...'I know not any'. My answer could be misleading! No! it's NOT my believe (evolution). It was intended to analyse what Carl Sagan said, not whether I agree or not. This is the best that I can do to answer this question. We all know that Carl Sagan was not a theist, i.e. he did not believe in a god. Since his primary opponent to his beliefs was probably the Christian faith. Most likely it is a joking statement stabbing at Christian belief. Namely that Christ is the greatest gift ever given to man. (Of course, it does not make sense for one to claim atheism since they would have to claim ultimate knowledge to assume there is no God, which is quite impossible, but we can save that discussion for another day) The other possibility is that on one point in time Carl Sagan was a Evolutionary theist (I am pretty sure he never was so the first answer is more likely but there is always the possibility). In which case, the statement above would be a genuine statement of reverence to God for "working out" (so to speak) evolution to bring us all about. (Sorry, about any bad grammar. it is really late. : P )

Basically evolution tries to disprove existence of god, who created man out of dust or nothing as per the scriptures. As the existance is only by chance and evolution and not creations of god. So there is a catch in the sentence. The changes are not 'apparent' but assumptions.
