We are trying to push a 1994 honda civic without the battery (getting new battery) the car is in neutral but will not move...is there something else we should be doing other than having the car in neutral we need to do?

I'd say first take off the e-brake. Is it manual or automatic? It's near impossible to start an automatic by pushing it (if at all possible). For a manual, get going as fast as possible, clutch in, engage 1st gear, and let the clutch out very quickly. Make sure the ignition is in the on position and chances are it will fire up.
