As Rhino said, property can definitely be traded before every property is owned. However, one important distinction: you cannot trade or sell a property that the bank still owns (other than through auctions).
In the offical rules, yes. Once you own it you can trade it. Games can finish with some property still un-owned.
I don't believe you can sell, (or trade), what you don't own. At least not without the concent of the other owners who simply change their mortgaged interest with the indebted from the seller to the buyer.
the way i always played is you basically can do anything you want with property. trade it, sell it, cut deals. this led to numerous fights
At our house you cannot trade until all the property is bought. =)
