Well you are their witness, the case is all dependant upon you...YOU are the only thing that is gonna put these people away...
Now say you witnessed a murder and it was connected to the mob...
well they are gonna hide you in a unknown location with a different name and have you guarded 24/7...
reason why...well if ur gonna bring down the mob then that mob is gonna wanna wack ya....as to keep you from testifying against them...
...they kill ya, there is no case...
so...the department puts you in their protection.

In order to be convicted in court, the govt needs evidence. The best evidence is an eye witness. The murderer knows this and will attempt to silence the witness. If the govt did not protect the witness, then the murdered could go free.
