Viagra opens up the blood vessels to allow for an increase of blood flow to the penis, but you still need to be turned on for it to work. It doesn't 'give' you and erection, it merely aids the development of one.
It would not help with pre-mature ejacualtion but might help to maintain an erection after ejaculation occurs. Hope that helps!
