USC, and I am an Oregon fan so it pains me to realize how good they are.

I forgot to add I think USC will be the best team because they are only losing 4 or 5 starters from a team that finished in the top 5 this year

USC. They have an extremely talented roster next year, although Pete Carroll did meet with the owner of the Miami Dolphins. I would be completely floored if Carroll left his celebrity satus in So Cal for the rigors of the NFL. IF he does leave, however, I think USC would fall in the rankings. Florida is a close second.
