I would imagine as long as a question remains 'active' it has a chance of becoming Topic of the day.

I've seen a question from 2007 as Topic of the Day. I don't have an idea who chooses the question or why it is chosen. I think it's a good idea to revive an old question. Some deserve much more attention.

Not really. All questions on Answerbag are always "open." Meaning, users can answer any question, regardless of when those questions were posted. For example: "What is the meaning of life?" http://www.answerbag.com/q_view/1 was asked on May 27, 2003. I don't know if that question has already become a "Topic of the Day," but I wouldn't be surprised if it would be named as such in the future.

From what I understand they pick them randomly, so no it wouldn't be unusual.
