Can HOA require us, the previous owners of the home, to remove unauthorized improvments to the back yard? The house was sold over a month ago. Can the new owners come after us financially if the HOA requires them to remove the planters and patio?

    You need to read your HOA by laws. If what you put there is permanent and has a cost to be removed, (because HOA policies said it was not OK to install it) it should have been inspected, or removed before you sold, by the HOA management company or one of the board members I would think.

    If not, it is still your responsibility to put things back into "code" per your HOA by-laws if that is what they state. So if the new owners are being assessed a fee for it, yes I would think they have every right to go to you for reimbursement or to pay for it. You can ask an attorney, but the people I know who live in town homes have run into similar problems.
