Did hitler give nazis the choice whether to kill jews/blacks/gypsies/down syndrome/homosexuals or not? does that make him "pro-choice" in that sense? letting everyone make up their mind for themselves whether they did or not?

The death squads and concentration camps were operated by the SS. The SS were fervent Nazi fanatics. Soldiers weren't conscripted into this organization,it only accepted volunteers. The atrocities were carried out by a small proportion of people,sworn to secrecy. In the same sense that Stalin,Pol Pot,or Mao killed millions,they saw themselves as idealists creating a better world. They seem to have been unconcerned about whom they killed,as long as the Nazi system considered the victims to be sub-humans.

He was such a strong leader that whatever he said would be done. The Nazis respected him and believed that what he did was for the best.
