Actually to saturate it with warm water if possible.
-
a high pressure water hose.

Water hose is very good. Also, for stubborn spots, make sure that they stay wet and let the water soften the poo. It will be easier to remove this way.
-
Saturate it with cooking oil. Removes bugs from road trips also.

I've got a preemptive strike, if you want. If you can, put a couple of plastic owls out by your garage (I know, you can't do this at your office parking lot). They scare off birds (even crows), but you have to keep moving them around or else (especially crows) will figure out that they're not real. It also works well if you have a garden, and keeps pests like rabbits, rats and mice from eating your crop.

First sweep the surface clean with a broom. Then sprinkle the surface with water and detergent. Hosing down with water at high pressure after half hour.

Well if it's a horizontal to somewhat diagonal surface, probably putting warm wet paper toweling over it to make it soft, haven't tried it so it's a hit and miss if you try it.
-
Get it wet. Bird poop picks up water pretty quickly, after ten minutes or so you will probably be able to wipe or spray it off. For porous surfaces I suggest letting it dry and simply vacuuming.
-
Spray paint it with a nice glossy coat and pretend it's spankin new.
