Barry Allen: Died 1985 during Crisis on Infinite Earths. Reborn 2008 in Final Crisis.

Miss America: Croaked 1974. Came back to tell us how bad Hell really is in 2006 miniseries (X-Statix Presents: Dead Girl).

They call come back around eventually. Retcons demand fresh meat and there is always some writer somewhere who'll slip a fresh, edgy look on a very minor hero and bring them back. Coming in 2009, Captain Carrot and the Zoo Crew 2: The Smell of Hossenfeffer.
