plus, would a taxi agency hire an 11-year-old anyway? how would that kid get a license?
that would sound like endangering a child/child neglect...aren't there child labor laws, too?

Not a chance. I'd rather live. Why not put the kid in the passenger seat, drive there, and let him be on his way.
