It stands for Significant Other. It means spouse or partner who is to be treated as if they were a spouse. Originally formulated for non-married straight couples, who for some reason didn't want to get married, it has been extended to gay couples who cannot get married. I think the first uses were companies inviting staff and "significant others" to social events, but it has been taken up by bureaucracy and become a recognised term.

S/O stands for 'smelly orifice' and, yes, it has to do with one's partner. They like to be called that kinda thing in the US
