I am a 23 year old male and my voice is very high pitched, it sounds like I'm still going through puberty even though that happened when I was 12. My voice is the only thing that didn't change, how do I fix it?

It seems my brothers voice is cracking. I don't understand it though; I was much farther into puberty when mine cracked then he is now. 2 months ago, he didn't even have a single hair down there. Do voices crack at different stages for different boys?
