The player to the left of the button acts first, except for heads up which can be done either with the button acting first or the other player acting first depending on the "House Rules".

Little Lady got it correct. For pre-flop bets, the small and big blinds are the last two to act. The person to the left of the big blind acts first pre-flop. After the flop, the first person sitting to the left of the dealer / button, who has not folded, is the first to act.
