Off the top of my head, I think of four nominees. Naraku of Inuyasha fame is the first one, followed by Orochimaru of Naruto. Madara Uchiha of Naruto is definitely more evil than Orochi though he is more subtle about it, proving that true evil is coupled with 5 star deception. Lastly, I think of Sasuke Uchiha, or rather, he could be more evil than Naraku, Orochimaru, or even Madara, though if he merely joins with Madara in any way, it would be a tie, or Madara would get credit.
