I received a cite citation for "reckless driving" during the period of 8/2/06 - 10/21/06 based on accusations from 2 neighbors ( whose complaints have been my motorcycle noise).
What are my odds of a dismissal?
what are my options?

It depends on the laws in your jurisdiction. It also depends on whether your bike actually exceeds the maximum allowable decibel level or whether it's merely "disturbing the peace", and if the latter, during which hours?

A private citizen has a right to sign a citation on another, if that citizen has proof the violation occured and can prove, in court, that the violation was commited by you.

Generally, if a citizen signs a complaint, he will show in court to prosecute. were you warned of the noisy motorcycle, prior to the citation?
if so, was the warning by the police of a citizen?

If you were warned, by either, your chance of dismissal, is slim and none.

If you were guiltly of the charge, go to court and face the music. a state citation is entirely different, than a traffic citation.
