I don't know any program that does that but it's an interesting idea, you can get the RGB (or CMYK) values for each pixel and create an algorithm to calculate a single RGB (or CMYK) value for the image. If you know how to program then check http://www.imagemagick.org/script/index.php it provides you with a really rich and powerful set of api to manipulate images. tell me how it goes.

I have just discovered by accident that I can do this through Picasa 2. Simply go to: Tools > experimental > search for... > (click the colour you wish to search for) or you can simply type "color: (then the colour you wish to search for" I.e. "color:red" into the search box at the top.
